Samantha Rose Nolan-Bair, age 38, passed away on Tuesday, January 6, 2026, at her home in Pasadena, Maryland, surrounded by family. Samantha was born September 4, 1987, in Rochester, New Hampshire to Cindy Ann Perkins-Rockwell and Stephen Joseph Nolan. She was raised in Port Saint Lucie, Florida and graduated in 2006 from Lincoln Park Academy High School in Fort Pierce, Florida. She received her Bachelor of Science in Public Administration from the University of Central Florida and Masters of Arts in International Studies from Florida International University.
Samantha was a kind, fun-loving person with a wonderful sense of humor and a love for her family, her friends, country music, and the joy of living. Samantha led an impressive professional career, starting with being the first person in her family to earn a master’s degree. She then led a very successful career as a Project Manager Professional (PMP), working across various industries. While her master’s degree and early portion of her working career took place in Miami, FL, the majority of her career took place in the Washington DC area. Known for her strong work ethic and impressive technical skills, Samantha was widely respected and had a memorable impact on each organization she was involved with and every team that she managed. In her personal life, Samantha valued her family and friends above all else. Her hobbies included traveling, attending live music and sporting events, and spending quality time with her beloved family and friends. She also enjoyed puzzling and reading non-fiction.
Samantha is survived by her husband, Samuel Bair; mother, Cindy Perkins-Rockwell; father, Stephen Nolan; brother, Cody Nolan; sister-in-law, Krystal Nolan; niece, Freya Rose Nolan; stepfather, Russell Rockwell; stepmother, Michelle Nolan; several aunts, uncles, and cousins. She is preceded in death by her brother, Tahl Nolan.
Samantha will be remembered as a loving wife, daughter, sister, and dear friend to many. She will be greatly missed by those who were fortunate enough to have known her. In lieu of flowers, the family suggests that donations be made in her memory to the Colon Cancer Coalition, Memorial Sloan Kettering (MSK) Cancer Center, or the Giraffe Conservancy Foundation.
Family and friends are invited to visit the family owned and operated McCully Polyniak & Collins Funeral Home, P.A. 3204 Mountain Road Pasadena, Maryland 21122 on Saturday February 21, 2026, from 2:00pm until 4:00pm. A funeral service will begin at 4:00pm.
