Passed away at her home in Littlestown, Pennsylvania surrounded by her family.

Winifred “Winnie” was born on November 10, 1942, in Baltimore, Maryland. She was the daughter of the late Charles Otis Roper and the late Winifred Louise Cox (nee, Eidman). Winnie was called to be with the Lord on June 25, 2026. She passed away at her home in Littlestown, Pennsylvania surrounded by her family. Winnie graduated from Southern High School. She married the late William Walter Phillips, III., in 1961 at St. Mary’s Star of The Sea. She was married to Walter for 65 years. They met at age fourteen and he was the love of her life. They enjoyed dancing together, especially the jitter bug.

Winnie is remembered with love by her daughters Winifred L. McNaney, the late Amy L. Phillips, Jennifer A. (Jearld T.) Immler. Grandmother of Jessica L. McNaney, Stephanie N. McNaney, Andrew J. Immler, and Mason C. Immler. Great Grandmother of Jayce J. Lewis and Triton A. Hess. Beloved sister to the late Sandra D. Clark, Sharon L. (Frank) Mrozinski, Joseph H. (Beth) Cox, Charles E. (Cheri) Cox. Niece to Joyce (Owen) Hunt and Cousin to Carol E. Weekley (nee, Weyrauch). She loved all of her sister and brothers-in-law as well as her many nieces and nephews.

Winnie is predeceased by her husband, William W. Phillips III., daughter, Amy L. Phillips, sister, Sandra D. Cox, great niece, Mia (Frank, Jr.) Mrozinski, great nephew, Clark Memphis Dodrill. Brother-in-laws, Charles J. Fogle, Ronald L. Scott, James E. MacNamara, Vernon J. Phillips, Sr. and Sister-in-law, Diana J. Phillips.

Growing up, Winnie attended Randall Street Christian Church. One of her favorite memories was the summer picnics and attending church bible camp. As a child, she enjoyed tap dancing, swimming at the park pool, roller skating, and going to all the school dances. She graduated from Southern High School. She enjoyed Elvis Presley’s music. As a young woman, she worked for Eagan Marine on Key Highway as a Bookkeeper. After having her children, she was a stay-at-home mom for many years. After some time, she returned to the workforce and was employed by Mt. Saint Joeseph High School and Quest Diagnostics. Winnie enjoyed going to the Phillips’ family shore, taking her children to Frontier town and Florida. She loved the beach and her yearly family vacations in Ocean City, Maryland. She especially loved Christmas and spending time with her family. She was a loving and caring mother and always put her family first. She is going to be missed dearly by her family and friends. Rest in peace my beautiful mother. May God hold you in his loving arms.

Relatives and friends are invited to visit at the family owned and operated MCCULLY POLYNIAK & COLLINS FUNERAL HOME, P.A. 3204 Mountain Road PASADENA on Tuesday, June 30, 2026, 10:00 am to 12:00 pm. A Funeral mass will be held at Our Lady of Chesapeake Church 8325 Ventnor Road PASADENA on Tuesday, at 12:30 pm. Cremation services to follow.
